COUNCIL COMMUNICATION

TO:                                          Honorable Mayor and Council

FROM:                     Troy Stirling, Chief of Police

SUBJECT:Title

Approve Amendment No. 1 to the Animal Care and Shelter Services Contract with the Western Arizona Humane Society (Chief Stirling)

Body

FUNDING SOURCE:

General Fund

PURPOSE:

To approve Amendment No. 1 to the Animal Care and Sheltering Services Contract with Western Arizona Humane Society in accordance with City Code Section 3.10.030.1.5.

BACKGROUND:

The Lake Havasu City Police Department handles animal control responsibilities within the City and contracts with the Western Arizona Humane Society (WAHS) for animal care and sheltering services.  The current Animal Care and Shelter Services Contract with WAHS expires on June 30, 2024.  Although the parties are in negotiations, more time is needed to come to a new agreement.

The proposed amendment will commence on July 1, 2024, and continue for up to three (3) additional months or until a new contract for animal care and shelter services is reached between the parties.  No other terms of the contract are amended by the proposed Amendment No. 1.

Staff recommends approval of the proposed Amendment No. 1.

Further Council direction is needed to assist with the ongoing negotiations, including the overall cost of the Professional Services Agreement.

COMMUNITY IMPACT:

This Amendment No. 1 will allow uninterrupted continuation of animal care and sheltering services for animals brought to WAHS by Police Department staff.

In the prior fiscal year, the Lake Havasu City Police Department Animal Control Division rescued 324 stray animals and delivered them to WAHS, as part of this Agreement.  In addition, 287 public strays and 597 public surrenders were delivered to WAHS from the community-at-large.

FISCAL IMPACT:

Appropriation in the amount of $50,000 is included in the Police Department’s Fiscal Year 2024-25 proposed operating budget.

ATTACHMENTS:

Amendment No. 1

SUGGESTED MOTION:Recommended ACtion

I move to approve and authorize the City Manager to execute Amendment No. 1 to the Animal Care and Sheltering Services Contract with the Western Arizona Humane Society.
