PURPOSE:
To approve the cooperative purchase of a Police Interceptor (Explorer) K-9 vehicle from San Tan Ford utilizing Cooperative Purchase Agreement 500289 (Arizona State Contract CTR059323), in accordance with City Code §3.10.010.3(A)(1) for cooperative purchase contracts and §3.10.030.1 for purchases greater than $50,000.
BACKGROUND:
The Police Department was awarded a grant from the Arizona Department of Emergency and Military Affairs (AZ DEMA) which provided funding for the purchase of a fully outfitted K-9 vehicle dedicated to narcotics detection. Trafficking of certain drugs, such as methamphetamines, heroin, and fentanyl is a problem facing communities across the nation and K-9’s trained specifically to detect narcotics play an integral role in efforts of law enforcement personnel to keep drugs from infiltrating our community.
In August of 2022, the City entered into a Cooperative Purchase Agreement (500289) with San Tan Ford. Amendment No. 2 to the Cooperative Purchase Agreement extended the agreement until March 16, 2025. If approved, this requested purchase will be made under the terms and with the benefit of this Cooperative Purchase Agreement.
COMMUNITY IMPACT:
The ability to utilize K-9’s trained in narcotics detection aids law enforcement personnel in keeping drugs off the streets. Due to the extreme temperatures in Lake Havasu City, having a properly equipped K-9 vehicle is essential to ensuring the safety of the animal.
FISCAL IMPACT:
Funds in the amount of $75,578.58 are available in the Fiscal Year 2023-24 Grants Fund and have been carried forward to Fiscal Year 2024-25 for this purchase.

I move to approve the cooperative purchase of a Police Interceptor (Explorer) K-9 vehicle from San Tan Auto Partners, LLC, dba San Tan Ford, in the amount of $75,578.58, subject to the manufacturer’s official published pricing and discount off of the manufacturer’s retail price as amended by the Arizona State Purchasing Office cooperative and authorize the City Manager to approve this amended adjustment.
