Award Proposal for the HVAC System Unit Replacements of Six (6) Wall Mount HVAC Units to Air Control Home Services (Bill Young)

PURPOSE:
Award proposal (P24-PW-500484) for the replacement of two (2) wall mount ten-ton HVAC units at the Wastewater North Treatment Plant and four (4) wall mount six-ton HVAC units at the Water Treatment Plant in accordance with City Code Section 3.10.030.1.
BACKGROUND:
The Facility Maintenance Division implemented an HVAC replacement program to replace units that are past their estimated useful life and using R-22 refrigerant which is no longer being produced.
On May 8, 2024, sealed proposals were opened for the project; however, only one (1) proposal was received in response. The responsive proposer was:
Air Control Home Services - $164,788
COMMUNITY IMPACT:
The HVAC systems being replaced are used in electrical rooms for both Water Production and Wastewater. A failure of these systems could result in disruption to these critical infrastructures. Replacement of units that are past their useful life is essential to ensure that the Public Works systems can continue to run smoothly. Furthermore, the refrigerant used in these systems (R-22) is obsolete. There is no guarantee that in an emergency we would have the ability to recharge them.
FISCAL IMPACT:
Funds in the amount of $164,788 are available in the Facility Maintenance (General Fund) Fiscal Year 2023-24 budget.
