COUNCIL COMMUNICATION

TO:                                          Honorable Mayor and Council

FROM:                     Pete Pilafas, Fire Chief

SUBJECT:Title

Approve Amendment No. 1 to Cooperative Purchasing Agreement for Emergency Medical Supplies and Annual Expenditures Over $50,000 with Bound Tree Medical LLC (Chief Pilafas)

Body

FUNDING SOURCE:

General

PURPOSE:

To approve Amendment No. 1 to Cooperative Purchasing Agreement and annual expenditures over $50,000 for emergency medical supplies with Bound Tree Medical, LLC, (Contract 500079) in accordance with City Code §§ 3.10.010.3(A)(1) and 3.10.030.1.

BACKGROUND:

The Fire Department utilizes a Cooperative Purchasing Agreement with Bound Tree Medical, LLC, through the City of Tempe, Arizona Contract No. T20-050-001, to purchase emergency medical supplies for the City’s Emergency Medical Service Program.

The Fire Department is implementing the 911 ground ambulance transport program and outfitting two (2) ambulances with needed medical equipment. The additional medical equipment and supplies to be purchased will exceed the $50,000 annual threshold with Bound Tree Medical, LLC.

The Fire Department seeks approval to purchase the additional medical equipment and supplies from Bound Tree Medical, LLC, for an amount not to exceed $95,000 this fiscal year.

The City entered into a Cooperative Purchasing Agreement with Bound Tree Medical in 2001.  The proposed Amendment No. 1 extends the term of the Agreement until July 19, 2024, and modifies the pricing from a description/unit price to a category list/discount pricing structure. City staff seeks approval to exceed the annual expenditure limit of $50,000 for purchases of emergency medical supplies for the term of the Agreement and any renewals.  These authorizations are for items routinely purchased by the City and any non-routine purchases exceeding $50,000 will be presented to City Council for separate consideration.  Staff requests authorization to renew the Cooperative Purchase Agreement until June 30, 2025.

COMMUNITY IMPACT:

The purchase of the medical equipment will outfit the City’s ground ambulances, which will have a significant and positive impact on our community. The goal is to have well-equipped ambulances that can serve our community.

FISCAL IMPACT:

Appropriated funds for the purchases of medical equipment and supplies are available in the Fire Department’s Emergency Medical Service Division for Fiscal Year 2023-24 budget. All purchases will remain within the budgeted amounts.

SUGGESTED MOTION:Recommended Action

I move to approve Amendment No. 1 to Cooperative Purchasing Agreement for Emergency Medical Supplies with Bound Tree Medical, LLC; authorize expenditures exceeding $50,000 annually for the term and any renewals of the Agreement; and authorize City staff to renew the Agreement through June 30, 2025.
