COUNCIL COMMUNICATION

TO:                                          Honorable Mayor and Council

FROM:                     Pete Pilafas, Fire Chief

SUBJECT:Title

Adopt Resolution No. 24-3740 Approving a Cooperative Agreement with the Arizona Department of Forestry and Fire Management for Protection of Forests, Wildlands, Agricultural Lands, and Rural Structures (Chief Pilafas)

Body

FUNDING SOURCE:

N/A

PURPOSE:

To adopt a resolution approving the 2024 Cooperative Intergovernmental Agreement (IGA) with the AZ Department of Forestry and Fire Management.

BACKGROUND:

The 2024 Cooperative IGA with the AZ Department of Forestry and Fire Management identifies apparatus that the Lake Havasu City Fire Department (LHCFD) has available, staffing the state recommends, and the hourly rate the state is willing to pay if the apparatus is dispatched to a wildland incident.

The City already has an existing IGA with the AZ Department of Forestry and Fire Management since 2016, due to expire in 2026. In an effort to transition all AZ Department of Forestry and Fire Management IGAs to the same renewal cycle, they have requested all Cooperators to renew in 2024.

The Agreement does not obligate the City to respond to any wildland incidents. It is an Agreement that establishes the rate of pay the City would be reimbursed if the City should respond any apparatus, equipment, or personnel.

COMMUNITY IMPACT:

The 2024 Cooperative IGA with the AZ Department of Forestry and Fire Management would maintain the existing Agreement made in 2016, which allows the City to bill the state in the event any of the listed apparatus and personnel from Lake Havasu City Fire Department is used during a wildland incident in the state.

FISCAL IMPACT:

No additional funding is required; agreement by the LHCFD's with the current staffing structure can be conducted at no additional cost to the City.
